Player level is overrated IMO.
Some people think that a high level player is better than a low level player, but:
An average player can have a high level because his high experience and still, even if his individual skill is low.
A high CA player can have a high level and still, perform badly in his position: training tacking, positioning, decisions, marking on strikers might increase your level, but won't help him to perform properly as a striker.
In other words, before picking a player based on each player's level, people should consider his individual skills, his ability to play in a specific position and a specific tactic, then look at his experience and sometimes, other things (such as his height).
Player level doesn't help you to win matches, skilled players and a solid team tactic does...
