[BUG] player in BOT u21 team

This player Ankhhaf Asghar is in selection for Saudi Arabia u21 team for the Qualifying Phase round, but he not played because of there are better players then him...and that's all ok....
but now...why he is not in u21 team now for Qualifying groups?? is this a bug?? I know that u21 selection change only for injuries in bot teams...

yes, we know...Bot choose players for each role based on their value...but last seasons after start season calls up, the team not change...

this season it will change before each match based on improvements?? i hope that, or that change is not fair for me  :'(

and another thing...I have a 21yo FC on senior NT of czech rep, and this player will play only after an injury of other stronger FC...he is called up in senior NT who is BOT, but u21 team had a manager...if the u21 manager want to call him up, he can't because he's on NT without playing...it's not fair too  ???
