LOL those percentages are average frequencies (averaged over an entire population), not for single samples (academies). Did you even read the whole post? Apparently not.
It basically means that, on average, 1.191 LA9+ players will come from a very good academy, and 2.171 LA9+ players from "the best" academy. (1,191 and 2,171, respectively, per 1,000 academies). Thus, on average, a very good academy will get 119.1% of a LA9+ player, OK?
