bug or i bad use of advanced technic

 I usually use advanced tactics, but yesterday, i use this one.

At 45 if scored is lead by -1, in player a and out player b.

At the 45 the game was 0-0 and i hoped that the changed would be made, but for my surprised the change have not been made.

Is this a bug? Or did i use  something wrong?

if deference wasnt -1 then why player should come out?

Ohhhh, so theres no tactic which include in one, that a player can come in, if the score is draw or im losing the game, right?
