Because at one given moment Moldova had 50 active users.
I think as I have noticed that, there is no need for that 50 managers to be active for 2 seasons, it is enough just to reach that number once and automatically that country is given permission to elect national managers.

Will that ever change? As long as people follow the simple "pay per win" stuff, it think it won't
