Premiun tools allow managers to see each country's higher LA players, that page also filter players based on their decimal values.
For example,
this player is (as far as i know) the first LA9 player in the argentinian list, considering there are many LA9 players there, the chance that his real LA would be 9.9 are extremely high.
As you can see, premiun tools also gives you that advantage: the advantage to see if a LA9 player is closer to be LA10 or LA8 and decide if he might be worth to keep or not and the info you might need to make your listed player more attractive (but that also depends on the sellers honesty).
