U21 Wc should end at december 13th, developers usually takes an extra week before the transition change.
In normal situations, i would say you have a chance, but in GKO, any change is not a normal situation, so who knows? I know you don't have the money now, but i would improve my academy as far as i could if i were you....
If season 10 comes earlier than expected... well, sh*t happens, at least you already made the improvement, and you can always get better academy youth spending 300k or token
