for all the continents except for Europe, this could apply, because in european clubs there are a lot of foreing scouts and by cause foreing players in the academies.
In the RW, Europe brings in so many foreign players because there are many wealthy, well-established clubs there that can afford to invest in foreign scouting. Of course there are also hundreds of small clubs in Europe that do no foreign scouting at all.
I thought this was the point of the GKO youth camps, if I understand how they will operate. After a few seasons, the big GKO nations will also be bringing in a lot of foreign players (from outside their FIFA confederateion) too after building youth camps where they will. But smaller, newer clubs are going to be doing their scouting closer to home, I think.
