There is a camp ranking in the country, where you can see yourself, so i think the best players should go with the best camp in that country and so on.
but you dont know if thats true?that is only your opinion right?also it means that it easer to get strong players in Laos than in Argentina if you are right

How would changing skill frequently help in this case?

yep, i dont get it why some managers should go to top league after wining B league and why some managers should go to top league after ending like #4 in B league, is that fare? you have to earn place in top league not be promoted as a looser who cant beat bot teams

a prefer promoting all at the same time and train instead of loosing couple month of training
