The Training Form is Random...Can we do something to make it batter?

The Training Form is just Random
OMG 
And the randomness make PR, coach and level of training ground unmeaning
We have got so many examples!! Like this ——
a player with PR5 and 120credit coach train him(Good training ground) only have 0.10, he should have had more than 0.20
But a player with PR2 and no coach have 0.09,he should have had 0.05
I think it must be happend many times in almost every club!!
YES, training form is not bad. But why can't we do something to make it batter? I think it shouldn't be just random.
Maybe we can hire good coach or level up our training ground to get more OKAY or GOOD Form.
PLZ do something, admin.
