And probably, he should say what tactical system he uses. Roaming? Float or drill crosses? Counter attack?
You can create a strong/slow striker and he could be as dangerous as a fast striker.... The most important thing is being clear what do you have in mind for him.

The simple answer to the simple question is:

To make a CF that is specificaly good in the box they would need to maximise the following....

Finishing, Off the ball, Positioning, Heading and Jumping... also strength would be useful.

Regardless of tactics this should create a real fox in the box (Gary Lineker style  :D)

Hope this helps  :)

Guys, common team have players  with LA 5-7. So those players can't be best in everything !
Carlos as usual has rights. If someone have limited player first have to choose what he gonna playing . After that he can make Fc suitable for his strategy.
Example: if someone playing drill croses his Fc have to has Fin, Acc+Pac and some Otb or if he playing float croses his FC needs Hea+Jum, Str+Bal.

The best FC I know is http://www.gokickoff.com/team_player_detail.php?player_id=4121344. Almost half his goals is made from freekicks and penalties

of course Carlos has right...and you Ruta have right too...but i think that a FC with LA 7 wou ll can train to be good at both drill and float crosses...i think you need a universal atcker because you can t play drill or float crosses with every team...you need to adapt your tactic with weeknesses of you oponent...and if you dont have universal players you can t do that...thats my opinion

My forwards are now 7 in CA and I tell you that you just can't make FC a to be good enough for both ( drill &float)  when he  faces with defenders , even they only 5 in CA.
