[bug] substitution set in tactics didn't happen, possibly affecting outcome

Okay, so I had set my tactics to sub in a player with better penalty shooting ability in the 90th minute if the score was equal in my WCL final qualification round today. The match was tied in the 90th minute, but my player was not substituted. The match ended up going to extra time and then penalties, and I lost, but this may have changed had my sub worked correctly...

Sorry can't make it bigger (first time posting a screenshot), but the last instruction says "At 90' and the score is equals : Nat Perkins out , Masoud Moghadam in and make tactical change."
No such change was made. Only one sub had been made so far in the match, too. I'm perplexed, and would like a rematch or something.

Do you mean 85th minute? Would that have made a difference?

The match went to 120'; why else is are there sub options at 95', 100', 105', 110', and 115'?

yea, I know, it's probably just a bug in the game.. That it can't do subtitutes on the 90th minute..

Has anyone else encountered this bug? Is it only at 90'?

Why oh why did it have to happen to me in a WCL qualifier? Now I'm out of the WCL and my country will take a hit (WCL goals determine the number of spots each country gets)!
 

It's almost as if one of my players wasn't allowed to make a legal substitution! if this happened in real life, well "upheaval" as a word would be an understatement. National football associations would become involved in what would be the most watched story on the continent!

 If it happened to my opponent, I would agree to a rematch, if reluctantly. Perhaps there's a better solution?
