The only stat relevant to staying onside is off the ball... the accel and pace is for running away from the defenders once your player gains the ball

Just to clarify, by "better" do you mean "better chance of staying onside"?

Indeed ... the higher the off the ball stat the higher the chance of staying onside, the higher acc and pace the higher the chance of your player getting 1on1 with their GK

So in that case, the attacker has the value "the higher the better", it is necessary to adjust tactics in use offside trap? 
Because offside trap was not set and the referee blew the attacker 7 offside.

Offside works crappy......

* If you don't set it up, your opponent never is caught offside.

* If you set it, it doesn't matter how you put your defense, it works fine anyway. It's almost impossible that a very deep defensive line can get opponents into offside trap, but it happens here.

I have suffered defenders (DR or DL) into offside trap, even if they were set on defensive, just because they received a pass, with opponents using very deep defensive line. That is ridiculous.

These stats are not all that is taken into account in an offside decision. Also the defensive line stats are taken into account:
AVG (DF) (Att) : Positioning
               Acceleration
               Decisions
              Teamwork

While higher is better for "action offside", it also must be higher than the opponent's defensive line's ability to play the offside trap.

I am almost certain that player determination rating, as well as passing style and strategy settings also factor in. These factors determine to some extent whether a given player will become involved in attacking run that (may or may not) result in an offside call. I have found that even defensive players with high determination and poor offside stats will frequently get called offside, especially if using attacking strategies. This is also true for attacking players even if "do not play offside" tactic is used, in my experience.
