This is a fairly serious problem. In my current custom cup, which was specified as a youth cup for u21 players only, almost every team has used overage players. Usually there is at least one team that does this, but it seems to be getting worse.

This situation is easily addressed in friendly competitions, since teams that break the rules can be penalized points or even disqualified from the competition. This is not possible in custom cups, however!

Custom cups need a youth option when they are created, that would prevent the use of players age 22+ whether intentional or not.

The only other recourse is to keep track of teams that break the rules to prevent them from joining future cups.
For now, can we at least get a new "Child board" for blacklisting teams that break youth rules?

I don't remember if there was something about older then 22 can't play in Custom Cup. But maybe I have poor memory

Anyway some teams simply have not 11 players under 22 ,so they can not take part in?

INHO when CC is set, the founder should clearily write about conditios.

I am treating CC as part of way of getting players experience and training after block, so in general I am useing older players.

I don't want to suggest that ALL custom cup competitions be for youths, but those which are designated as such should be respected. If a manager wants to play older players, then he should simply not create/join one designated as a "youth" or u21 league, right?

^ this is exactly what I am referring to, managers who play older players despite clear conditions about using only youths. Also, I can accept if the GK should not have to meet the age requirement, but all outfield players must.

I agree with Brian. The goal of these cups is to create a competition where players under 21 years old can compete with their pears. Those managers who can not field 11 players under 21 years old should not compete. Its that simple. In the tournament I am currently in, playing older players is strictly frowned on. I advanced one round because another player used older players and was happy that the tournament organizers had noticed, as I hadn't.
The only solution to this problem is heavy penalties for those who don't follow these rules. In custom cups this is harder, but it isn't so hard to organize in friendly tournaments.
