United States / Let's have a fair season 14, no mots in Top Level

Now that the USA Top level is entirely full of active users, and has been for a few seasons, I propose that all top level managers agree to NOT use MOTS in league matches beginning next season (season 14). This agreement does not preclude managers from using MOTS in cup games.
Now this kind of thing is impossible to enforce, and must be an honor code situation. However, if any manager does use a mots, then any other team may (and indeed is encouraged to) use mots against that team for the following 2 seasons (in top level) without foul. Other leagues are encouraged to make their own agreements, but lower divisions may only have a few active managers in them....
What do you think? Other GKO nations have a similar agreement, and I think it is time for the USA too.
This allows the best team over the whole season to automatically qualify for the WCL group stage, important for national rankings. It also allows the 3 clubs which currently must qualify for WCL group stage to use mots more freely to do so.

This is a fairly serious problem. In my current custom cup, which was specified as a youth cup for u21 players only, almost every team has used overage players. Usually there is at least one team that does this, but it seems to be getting worse.
This situation is easily addressed in friendly competitions, since teams that break the rules can be penalized points or even disqualified from the competition. This is not possible in custom cups, however!
Custom cups need a youth option when they are created, that would prevent the use of players age 22+ whether intentional or not.
The only other recourse is to keep track of teams that break the rules to prevent them from joining future cups.
For now, can we at least get a new "Child board" for blacklisting teams that break youth rules?

I think there is a way to give managers in small nations (without elected NT managers) some involvement in the management of their NT without full managerial controls.
Allow these nations to elect an "assistant NT manager" with limited controls, specifically:
- the ability to select formation and tactics prior to the weekly player selection deadline. Ideally the computer would then select the best players for the formation and tactics, but the manager could not select the players directly.
- the ability to set advance instructions and edit individual settings after the weekly player selection deadline. Starting lineups and tactics at kickoff would be set (and unchangeable once player selection was made) but special instructions could be used to alter these during the match and individual settings (long shots, run with ball, on penalty area) could be edited to improve the effectiveness of individual players.
Thus, the game engine would do all the player selection, but the "assistant manager" could still influence their NTs by selecting formations/tactics that would enable their nation's best players to play in their favoured positions, and affect how the team played without directly selecting players, eliminating the possibility for managers in small (and off-the-radar) nations to abuse their position as full NT manager.

I remember when Stefan's community was so small that his NT was bot and league prizes were low. Stefan asked for better conditions and he were requested to bring more people to the game. Stegan did it, Maltese league grew, now they have promotions and relegations, same prizes than bigger countries and a NT participating in a World Cup, so as i said earlier, congratulations for Stefan and the whole maltese community, they are the proof that communities can grow, if their members do something different than just complain.
Fair enough, but Malta is not that small of a nation. It may be small small in size, but it has a fairly large population (~420K) for its size, more than Iceland, Belize, or Andorra.
IMHO GKO should take the national population of micro nations into consideration for determining the threshold for awarding a NT manager. I don't think that GKO should require more than 1% of 1% (1 per 1000) of a nation's population to play GKO in order to get a NT manager position! If that level was required of larger nations, only Thailand would have a NT manager, I think! Only nations with populations greater than 500K should have to meet the 50 user minimum imho.
Using this threshold, to get a NT manager:
Malta would need 42 users
Iceland would need 33 users
Samoa would need 19 users
Grenada would need 10 users
Bermuda would need 7 users
Cayman Islands would need 6 users
The 8 GKO nations with less than 50K population would require 5 legitimate users to keep these nations from being "bought". This includes Faroe Islands, Liechtenstein, San Marino, Turks and Caicos Islands, British Virgin Islands, Cook Islands, Anguilla, and Montserrat.

IMHO weekly income from club facilities (bar, megastore, and hotel) should be modified by the number of competitive (league, cup, WCC) matches played at home during the week in question. Of course, friendly and custom cup matches would have not affect income from facilities.
something like this:
Weekly income from facilities = (current amt. based on level) x 0.5(1 + n)
where n is the number of home competitive matches (max 3) in the week
Thus each home match played would increase the week's income from these facilities by half of the current amount.
A week with 1 home match would provide the same income as currently is provided.
A week with 2 home matches (e.g. cup and league) would provide 50% more income than now (income x 1.5).
A week with 3 home matches (league, cup, and WCL) would double the income from these facilities that week. (income x 2).
Of course, teams in cup and WCC won't play 2 or 3 home games every week. It is even possible for a team in all three competitions (league, cup, and WCC) to play 0 home games in a week, though this is rare. Even such a week without home games still provide 50% of current income from facilities.

Current loan system allows 3 players to be loaned to other clubs but only 2 to be accepted. The problem is that some managers can loan all 3 players while others cannot loan any of their players.
To solve this problem, I suggest to allow ALL users to accept one (additional) player on loan after the midpoint of the season. This way premium managers can all make the most out of this feature and some non-premium managers will be able to accept a player on loan for part of the season...if they are deemed worthy enough.

I have very good training facilities and top quality coaches.
He will be first choice once he reaches CA7,0 until then he may also play against weaker teams in my league
Since my team has qualified directly into the group stage of the WCL, he could start every WCL match we play. Thus, priority will be given to players with higher PR and LA
