Title: FREE PLAYER SELLING PROBLEM?

when i wish to sell  my players that were signed in by free transfer they apparently stuck at the same selling percentage of 30% , as time goes even they wont + the selling % , is it a bug or predefined?

For FREE players:
first season: 10%
second season: 30%
from the third season, it will become normal as normal players.
